Decontamination
of PCB Containers 
PCB contaminated containers and equipment may be
disposed as non-PCB waste if they are first decontaminated in accordance with the
regulation [ 40 CFR §761.79 ].
In order to decontaminate a PCB container, the internal surface of the container must be
flushed 3 times with a solvent containing <50 ppm PCBs.
The reinstate may be reused until it contains 50 ppm PCBs at which time it must be managed
as PCB waste.
Rinsates must be managed as PCB waste even if they contain <50 ppm PCBs. This issue was
clarified in a resolution decision written by OTS
on November 27, 1989.
