Generally, liquids are placed in closed-head
containers, while non-liquids may be placed in open-head containers. Placing liquids in
closed-head containers creates an impossibility for lab packing. If you intend to lab pack
liquid PCBs, you must either place small DOT spec containers (e.g., 17E closed-head) into
larger open-head containers or contact the EPA Regional Office and request written
guidance. This is an issue which Headquarters OTS is attempting to resolve and will issue
a policy statement. |
