PCB Records and Reports

Laboratories that
generate PCB waste must submit a "Notification of
PCB Activity" ( EPA Form 7710-53
) to EPA's OTS.
Generator
ID Number
After receiving the notification, EPA will issue waste
generators an identification number [ 40 CFR 761.205
]. If you already have a RCRA generator ID number, you
will be issued the same PCB generator ID number.
Manifests
When shipping PCB wastes, laboratories must complete the
uniform hazardous waste manifest. TSCA manifesting
requirements
[ 40 CFR
761.207 ] are similar to RCRA manifesting
requirements.
Annual Document Requirement
If >=45 kg (99.4 lbs) of PCBs are stored on site at
any one time, then the facility owner/operator must
prepare an annual document, by July 1 of each year,
including the following information:
- Dates PCB
items are removed from service and placed in
storage for disposal.
- Quantities of
PCB materials placed in storage for disposal.
- Description
of each PCB item or container placed in storage
for disposal.
- Description
of each PCB item or container still in service at
the facility (i.e., all samples known to contain
>= 50 ppm PCBs).
54 FR 52716
The rules discussed above were codified [ 40 CFR 761.180
] on December 21, 1989 [54 FR 52716].
