Uses of PCBs
Capacitor is an electrical circuit element composed of two metallic plates separated by a dialectric, used to store a charge temporarily. See 40 CFR 761.30(I). Microscopy Mounting Media Microscopy is defined as the use of a microscope or an investigation by means of a microscope. Small quantities for R&D 'Small quantities for R&D' means any quantity of PCBs (1) that is originally packaged in one or more hermetically sealed containers of a volume of no more that five ml, and (2) that is used only for the purposes of scientific experimentation or analysis, or chemical research on, or analysis of, PCBs, but not for research or analysis for the development of a PCB product. PCB Analysis by Labs for Enforcement Purposes In 1988, OTS was asked whether the analysis of PCB samples was a 'use' that must be authorized by OTS. Their response was that the authority to analyze samples for enforcement purposes is not restricted by TSCA; it is an 'implied authority'. R&D into PC Disposal Methods The TSCA regulations allow facilities to conduct research and development into alternative PCB disposal methods (e.g., biodegradation of PCBs) ( 40 CFR 761.60(i)(2) ). If you plan on conducting such research, you must first obtain approval from the EPA Regional Administrator.
