§761.30 Authorizations
(l) Use in capacitors. PCBs at any concentration may be used in
capacitors, subject to the following conditions:
(1) Use conditions.
(I) After October 1, 1988, the use and storage for reuse of PCB
Large High Voltage Capacitors and PCB Large Low Voltage
Capacitors which pose an exposure risk to food or feed is
prohibited.
(ii) After October 1, 1988, the use of PCB Large High Voltage
Capacitors and PCB Large Low Voltage Capacitors is prohibited
unless the capacitor is used within a restricted-access
electrical substation or in a contained and restricted-access
indoor installation. A restricted-access electrical substation is
an outdoor, fenced or walled-in facility that restricts public
access and is used in the transmission or distribution of
electric power. A contained and restricted-access indoor
installation does not have public access and has an adequate
roof, walls, and floor to contain any release of PCBs within the
indoor location.
