Environmental Statutes - Federal Insecticide, Fungicide and   Rodenticide Act (FIFRA)

Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) regulations set forth requirements for registering pesticides for commercial use, labeling pesticide containers, and applying, storing, and disposing of pesticides. In addition, FIFRA regulations mandate Good Laboratory Practice standards which apply to laboratories performing testing or research on pesticides for marketing or registration purposes.

Through the Food Quality Protection Act of 1996 (FQPA) , Congress has amended FIFRA in several key areas which include: periodic review of pesticide registrations; emergency suspension authority; extension of reregistration fee authority; minor use of pesticides; antimicrobial pesticide review; expediting review of safer pesticides; and maintenance application and service technician training. The new law amends two of the major pesticide laws, FIFRA, and Federal Food, Drug, and Cosmetic Act (FFDCA), to establish a more consistent, protective regulatory scheme, grounded in sound science. It mandates a single health based standard for all pesticides in all foods; provides special protection for infants and children; expedites approval of safer pesticides; creates incentives for the development and maintenance of effective crop protection tools for farmers; and requires periodic re-evaluation of pesticide registrations and tolerances to ensure that scientific data supporting pesticide registrations will remain up to date in the future.
